Chapter 21 / Kapittel 21

Performance

Kapittel 21 is a small performance about a massive theme: how Norway's fishery policies in the latter half of the 20th century pushed Sea Sámi fishermen out of the industry. In doing so, the foundation of an entire culture was destroyed.

Bernt Bjørn conveys the text, while Ivar Beddari performs his self-written songs. Both come from families that were severely impacted by the Norwegianization policy. Together, they improvise luohti (Sámi joiks) that are entirely unique for each performance.

The text is sourced from Chapter 21 of the Truth and Reconciliation Commission's 2023 report, which focuses on Sea Sámi fishing and fishery policy. The report documents how the Norwegianization policy has led to systematic discrimination and marginalization of the Sámi and national minorities. In June 2023, the report was read in its entirety from the main stage of the Storting (the Norwegian Parliament), broadcast live on NRK, and remains in the NRK archives today. However, two chapters were omitted: one of them was Chapter 21. Once again, the history of the Sea Sámi was pushed aside.

Text and joik: Bernt Bjørn
